rocks.md improvements

- remove polarssl and cyassl, add libressl
- fix dmenu link and add a description
- add sdhcp a suckless IPV4 DHCP client
- sort some entries per section
- move ratox to "Instant Messaging Clients"
- add section "Shells" and add mksh to it.
- add mpv to "Media Players"
- remove centericq, broken link
- add mdocml / mandoc
